Major City Council Accomplishments

Public Safety

​

  • Westlake Village is a very safe city by any measurement because public safety is and always has been a top priority for Kelly and the entire City Council. Kelly has supported all budget increases for law enforcement in the city, supported hiring a full-time City Public Safety Officer and voted for a recent E-bike safety ordinance restricting e-bike access to parks and sidewalks. Kelly has worked in coordination with the LA County Sheriff supporting technological advances in law enforcement and supported Proposition 36 to combat crime and hold offenders accountable.

    

  • Kelly supported and participated in the City Council led recovery and rebuilding after the 2018 Woolsey Fire. She led the City Council as Mayor during the first year of the pandemic, voted for city grants to struggling local businesses, worked with the LA County Health Department to provide residents with up to date information about COVID precautions, vaccine availability and closure/opening orders and worked daily with the Council and staff to provide leadership and guidance to residents during this unprecedented time.     

 

Fiscal Stability

  • During Kelly’s ten plus years on the council no taxes on residents have been raised, and no important public services have been reduced, even during the pandemic.  In Westlake Village there is no business license fee for any new business, and a budget surplus has been achieved almost every year, allowing savings, prepayment of retiree benefits at significant savings to taxpayers and a greater level of service to residents.

 

Quality of Life

  • Kelly has championed many quality-of-life improvements in the city. She spearheaded the building of free city pickleball courts open to the public, supported building a dog park, the building of new city sidewalks and ongoing park refurbishments to increase recreation opportunities for residents.

 

Sustainability

​

  • Kelly also led the passage of a city ordinance banning gas powered leaf blowers and supported the city electric leaf blower rebate program. She  supported the City joining the Clean Power Alliance (she was a CPA Board Member for two years), the installation of solar panels and a backup battery on City Hall (in progress), the changeover of city medians from turf to drought tolerant landscape, the installation of electric car chargers throughout the city and the use of goats to do fire safety brush clearance in the City. 

 

Veterans

  • She also supported the upcoming installation of a Veteran’s Honor art piece at City Hall, honoring, past, current and future Veterans in all services.   

 

Kelly is a member of the Westlake Village 2035 Strategic Planning Committee, where every ten years the City Council and twelve city residents work together to plan Westlake Village’s future.  As part of the planning process, a recent City survey showed that 98 percent of residents rate the quality of life in Westlake Village as very good or good, due at least in part to the leadership of Kelly and her fellow Councilmembers.   

Major COG Accomplishments

​Kelly also has extensive experience in regional government and has worked on the Las Virgenes/Malibu Council of Governments (COG) since 2019, strengthening and building alliances within our region. â€‹

  • Our COG Governing board has secured millions of dollars of Metropolitan Transportation Authority tax money to build bridges, sidewalks, green street projects and traffic safety measures throughout the cities of Calabasas, Agoura Hills, Malibu, Hidden Hills and Westlake Village. The most recent COG project is the design and construction of a fiber network stretching down the 101 Freeway into the region to connect all city halls, fire and sheriff stations and provide greater connectivity to the area.

  • The COG hired a full-time Homeless Outreach Coordinator to provide outreach services to the unhoused population in the region and also finances emergency shelter space for homeless residents. 

 

  • The COG board has led fire recovery efforts, public safety coordination and collaboration and regional preparation for future disasters.
